Fuzzy Optimization Model of Human Capital Development of the University’s Department

Abstract: Under the conditions of stiff competition and limited resources, the University management in the implementation of the strategic development program faces with the problem of forming the optimal portfolio of investment projects, taking into account existing project risks. One of the priority areas of investment is human capital of the organization and its increase is an important condition for sustainable development and achieving the university’s strategic goals. This study describes the design of the fuzzy dynamic model of optimal distribution of investments in human capital of a university’s business-unit between employees, in the areas of investment and years for possible promotion to achieve the strategic goals of the business-unit. To estimate uncertainties in the calculation of numbers of the objective function, part of the model’s input parameters is given in the form of term-sets of linguistic variables which are moved into fuzzy numbers. As an example, we consider the problem of forming the optimal structure of distribution of investments in the department’s human capital of Russian and Chinese universities. Comparative analysis of the obtained results has been done.
